US proposes new consumer-driven rules for airlines

The U.S. Transportation Department is seeking to build on consumer-protection guidelines for airlines released in 2009 and 2011.

The agency is proposing new rules requiring airlines to refund fees on bags that arrive very late, report incidents of mishandled wheelchairs and tell the department when passengers are involuntarily bumped on oversold flights.

Government officials currently are soliciting comments on the proposed rules. It's unclear when they will be completed.
