Springfield city attorney takes job in Colorado

Frank Romines, Springfield’s city attorney for the last two years, is leaving for a job in Colorado.

Romines submitted his letter of resignation, effective Sept. 4. He accepted a staff attorney role with the city and county of Denver, Colorado, according to a news release.

“We are grateful for Frank’s service to the city of Springfield and I wish him the very best in his new endeavor, but he will certainly be missed,” Springfield City Manager Jason Gage said in the release.

Gage plans to appoint Deputy City Attorney Rhonda Lewsader as interim city attorney as it begins a “broad-based recruitment effort” to find Romines’ successor, according to the release.

Romines could not be immediately reached for comment.

Romines started as city attorney in summer 2016, after exiting his role as Jack Henry & Associates Inc.’s (Nasdaq: JKHY) senior corporate counsel. He succeeded Dan Wichmer, who held the job for 11 years before becoming executive director of Legal Services of Southern Missouri, according to past Springfield Business Journal reporting.

The city attorney’s office, according to SpringfieldMo.gov, has an annual budget of roughly $2 million and around 20 employees. The department provides legal advice to other city departments and City Council and represents the municipality in litigation matters.

Recent cases include a lawsuit filed against the city in April by telecommunications infrastructure company BRT Group LLC. The suit alleged the city violated state and federal laws by denying a conditional use permit for a telecommunications tower.

That case ended in a settlement agreement, according to court documents filed with the U.S. District Court for the Western District of Missouri’s Southern Division.

Romines is married to Ashley Paige Romines, the school director at Springfield Ballet Inc. the last 10 years. She was a member of SBJ’s 2012 class of 40 Under 40 honorees.
