Project description: The construction for BioLife Plasma Services’ second Springfield office represents the first project in the Springfield Plaza development near West Bypass and Sunshine Street, said Morelock-Ross Builders project manager David Ross. Bettendorf, Iowa-based Build to Suit Inc. is managing the project constructed by Morelock-Ross, according to BioLife Regional Manager Jeff Parke.Last year, City Council approved a $9.6 million tax increment financing district to fund infrastructure for the $78.5 million mixed-use development plan.
