The city of Cincinnati filed suit against Harbour Portfolio Advisors, claiming predatory acts related to foreclosed homes.
The suit alleges the private investment firm sold foreclosed homes on high-interest installment contracts to poor Cincinnati residents who could not get traditional bank mortgages.
The city claims Harbour Portfolio Advisors owes $360,000 in unpaid fines, fees and violation notices.
