Springfield City Council voted Tuesday afternoon to appoint Monica Horton as one of its members.
Horton, who is slated to be sworn in at council's April 18 meeting, will serve in the Zone 1 seat until the April 4, 2023, election, according to a news release. The seat was vacated in February by Angela Romine, who launched a campaign for the District 30 seat in the state Senate.
Horton received seven votes in one round of voting. Stephen Sexton, a retired engineer and U.S. Army staff sergeant, received one vote from council member Richard Ollis, said city spokesperson Cora Scott.
The other applicants were Karen Banta, a former Head Start family resource specialist for the Lamar School District, and Kathy Hubbard, a retired registered nurse with Mercy Hospital Springfield.
Horton, who owns Lenica Consulting Group LLC, cited her work teaching diversity, equity and inclusion coursework and her participation with the Springfield Inclusion Study as some of her qualifications for the council seat, according to the release.
"My high degree of civic engagement and awareness in Springfield-Greene County (in multiple domains including poverty) certainly qualifies me to serve Zone 1 residents and make significant contributions to municipal governance and public policymaking necessary to make Springfield an extraordinary place for all to live, work and play," she said in her application for the council seat.
Horton also has served since 2018 on the Greene County Senior Citizens’ Services Fund Board, working as treasurer of the $2.9 million tax levy for two of those years, according to the release.

I know I speak for many Springfield residents when I express thanks to the City Council, and congratulations to Monica Horton, upon her selection as a new member of Springfield City Council.
Monica is focused on improving the lives of citizens in Zone 1, and dedicated to making Springfield a better community for all. While the other candidates I'm certain would have served with distinction, Dr. Horton is uniquely qualified for this important role.
