Parson signs bill backed by Quade

After a yearslong campaign, legislation supported by Rep. Crystal Quade, D-Springfield, was signed into law this week by Gov. Mike Parson.

House Bill 432 includes a provision addressing the "cliff effect," a term referring to a disproportionate loss in government assistance when a person receives a pay raise at work. The provision creates a pilot program in Greene and Christian counties to taper public benefits so that recipients will not lose them when they reach certain income levels.

"Too many parents are caught in the trap of needing help to pay for child care so that they can go to work," Quade said in a July 14 Facebook post. "To add to that, our system is structured so that if you take a small pay raise it can put you over the threshold and you can no longer get assistance. You are then forced to choose between a better- paying job or a job promotion and literally being able to go to work at all."

The bill was sponsored by Rep. Hannah Kelly, R-Mountain Grove. The legislation for the "protection of vulnerable persons" includes provisions related to restraint policies in schools, sheltered workshop wages and government assistance, according to House.Mo.gov.

Quade said in the Facebook post she has worked on the legislation since 2016, the year she was first elected.
